Leash Laws: What Are the Rules?
Some people shake their fists at loose dogs, growls and gasps about leash laws. But what really applies? Are there legal restrictions on loose dogs or not? Let's sort out the mess.
You are responsible for your dog's behavior
As a master, you are obliged to keep your dog under control at all times so that it does not disturb other people, wild animals, livestock or other pets. This means that your dog must not run up to other dogs if they are loose or run after the neighbor's cat. A livestock owner even has the right to shoot a dog that is in danger of harming farm animals and cannot be otherwise diverted. ## Leash rules may vary locally There may be local rules and municipal regulations regarding loose dogs in public places, such as playgrounds, nature reserves, cemeteries or beaches. Check with your municipality to find out what applies in your area.
Leashing your dog to protect wildlife March 1-August 20
Your dog is also not allowed to run loose on forest owners' land and disturb wildlife, especially between March 1 and August 20 when the game is in peak pregnancy or has young. The law requires that the dog is kept under sufficient supervision and control to prevent it from stressing, driving or pursuing game. Section 16 of the Act on the Supervision of Dogs and Cats (2007:1150) is what applies. In practice, this means a long leash if you and your dog have not honed your interaction to the point where there is no risk. There is therefore no strict leash requirement.
Exemptions from leash requirements for certain professions and activities
Hunters and their hunting dogs, police and their service dogs, and some working dog clubs have exemptions from these rules and have applied to the County Administrative Board. They need to be able to carry out training, work, hunting or competitions with loose dogs. So even if you see a loose dog in the woods and fields, it does not automatically mean that you can unleash it.
Stay in control: you are always responsible for your dog
You should always make sure that your furry friend doesn't cast a shadow on itself or its fellow species. If you are not completely sure that the collar is on, keep the leash on. Strict dog owner responsibility applies, which means that you are always responsible for what your dog does, regardless of whether your dog was provoked by another dog or human.
